a guy told me that the fuel rails go bad on the 2.9 engines. is this true and what is a fuel rail?

I've never heard of that being a problem. The fuel rails carry fuel to the injectors.

i think its because the rail rusts out and fuel can go everywhere

The fuel rail is a hard plastic so rust shouldnt be problem, unless your pump assembly or fuel filter rusts...

The regulator is integrated into the fuel rail. All it consists of is a spring and a rubber diaphram whcih uses vacuum to operate. That would make the fuel rail be bad it the diaphram leaked.
