Tubbing fenders?

Tubbing fenders?
Need some opinions...when im goin downhill in an offcamber situation the back tires are bad about coming off the ground... The question is if I tub the rear fenders the tires will go farther up and help keep the other tire on the ground, but it might make me more unstable due to body roll what do yall think would it help or hurt me?

Have you checked to see if your shocks are long enough for full travel, or are they acting as limiting straps?
