i had this same problem on a 93 aerostar i used to have (don't ask). the problem lie in the switch for the wipers. take the steering column apart, remove the stick (signal switch, wiper controls) assembly, and move indoors. ***do this next part on a white paper towel on a table or a tray - small parts*** remove some screws to expose the innards. there are some copper fingers that get contacted as you rotate the wiper control, and they comeloose and pop out of their holders and contact another finger completing a connection. also, there are very small wires in there that the solder sometimes lets go - damn ford too cheap for flux :mad2:

good luck, and let me know how it goes, if you need more info let me know.
