88 bronco II fuel pump relay problem

I just bought a 88 bronco II. It layed up for a few months. It has two new fuel pumps that where just replaced. While it was sitting someone stole the battery. They also messed with the ignition. My fuel pump relay is not switching when i turn the ignition? And three wires are hot. I'm not sure but i don't think all three should be hot all the time(i replaced the relay). also when i turn off the key and take it out the check engine light is still on. this didn't happen before. What could be the problem?????

well you could have a bad ground. i would check that and i have the same truck and went through this before. if you look up in the haynes manuel you will see that there is two relays one is fuel pump the other is like ecc relay. they are the same thing but you need both for the truck to run. hopefully i helped. good luck
