please help identify this engine part

Can anyone please tell me what this part is? I also notice that there is a grounding wire that is not connected. Should it be grounded? (I would think so)

The vehicle is an 86 Bronco II 2.9L V6, AT, 4WD

well, can't say i have an 86, but i have a 90. i would have to say that's a wiper motor. and yes, hooking up a ground shouldn't hurt anything.

That is a wiper motor. That ground wire is for grounding the body to the engine. So the loose end needs to attach to the engine.
