Dash Lights Won't Turn Off

My dash lights/instrument panel lights , don't turn off when I cut off the 88 BII....they stay on, and of course kill the battery....when I remove the fuse (#4) they cut off.....so looks the my head light swith is bad....any thoughts?

Here is the schematic. Looks like the headlight switch would be a good place to start.
