A/C fan only works on high

My 1988 Bronco 2 A/C blower only works when turned to the high position. I checked the connection at the blower under the hood and all seemed fine. Went ahead and disconnected at this spot and plugged in another blower, same thing, fan only turned when on high. Any ideas on what might be the issue or where to look next? Thanks for any help you can offer.

Replace the heater Fan resistor.
