ODB1 KOER Codes

Swapped a '93 Explorer 4.0L into an '88 B2 4x4 5 sp. Everything went well. Runs and drives great. But I live in California. To register I need an inspection. Had one and the B2 passes smog, throws KOEOff codes but no KOER codes. Didn't pass, can't register. Can anyone think of what needs to be connected from the B2 to trigger these codes?
One possibility I can think of. The wires from the Neutral position switch from the 5 speed tranny are not connected. I didn't worry about those because the triple Switch on the clutch pedal is wired so the truck only starts with the clutch depressed. Any ideas would be appreciated.

The first order of business is to look up the codes you are getting when engine is off. Can't troubleshoot with out knowing what codes you have. Do you have a obd1 reader or yare you reading the flash codes?
