4x4 wont unlock?

Hello!
I have a 2,9 1990 Bronco II. If i have the 4x4 activated and turn off the ignition it gets stuck in 4x4 mode and wont release until i get under the car and take out the transfer case motor and turn it manually. If i unactivate the 4x4 before turning off the car it works. Its electrical 4x4.Could it be the transfer case motor?
