clutch pedal goes all the way to the floor

I went out to start the 1990 B2 and when I pushed the clutch it went all the way to the floor without any resistance. I'm wondering if I should look near the pedal or at the transmission? Are these known to break at one point more often then another?

I was able to solve the problem. The clip holding the clutch pedal to the clutch master cylinder fell off. It took me an hour to find the problem and one minute to fix it.
