Is oil leaking from the valve cover or intake manifold and working it's way on to the starter? I've seen that gum up the starter preventing the bendix gear from moving freely. You can buy a windshield seal at your local auto parts store. It's basically a rope type seal. Clean the windshield and frame really well, then run the seal around the frame and stick the new windshield. There are usually small blocks at the bottom that the windshield rests on. It's difficult to remove them, but it can be done. I've done it using a piece of piano type wire. Push the wire through the seal and work it back and forth around the windshield...carefully!
