yeah, you will fit 31's with the body lift. You could probably fit them now with a little bit of trimming. Make sure to get the steering extension with the lift. It will make you feel a little top heavy but it will give you no real advantage off road other then it will let you run bigger tires.

the D28 will not handle those tire sizes. if you wan't to run 38-40's you realy need to have either a built D44/9" combo or D60/14bolt combo. this will involve you doing a solid axle swap.

my personal opinion is that if they are good leave them alone. They are not that bad to do but time consuming and like you said old bolts break...
